No. International students pay a maximum tuition fee of 1500 euros per semester. When is a second degree available?
A second or further Bachelor's or Master's Degree Program is subject to the tuition fees. The first degree, including the Master's Degree and a doctorate, remains tuition-free!

Only after completion of a University course of study acquired in Germany will the second or further Bachelor's or Master's course be subject to tuition fees for the entire duration of the course.
